U.S. Tariff Cut to 30% Sparks Surge in Underpad Orders: A Boom for Care Pad Manufacturers

May 16, 2025

The recent reduction of U.S. import tariffs on underpad products to 30% has triggered a sharp increase in orders for Chinese manufacturers. Industry reports indicate that demand for disposable care pads has soared, with some factories seeing order volumes rise by over 50% month-on-month.

When the tariff dropped to 30%, all of our U.S. clients urgently emailed us to resume orders and place additional ones.** They were uncertain about what Trump’s tariff policy would look like in 90 days, so they wanted to stock up on enough inventory to feel secure.

Analysts attribute the growth to improved cost competitiveness in the U.S. market, where aging populations and rising healthcare needs drive demand for affordable incontinence products. Major manufacturers in Zhejiang and Guangdong are expanding production capacity to meet the surge.

With global demand for hygiene products on the rise, this tariff adjustment could position China as a key supplier, boosting annual exports beyond $1 billion. For care pad makers, this marks a significant growth opportunity.
